Evaluasi Pola Distribusi Bantuan Alat Mesin Pertanian dan Tren Produksi Padi di Kabupaten Jember Tahun 2021–2025

This community service activity aims to evaluate the distribution pattern of agricultural machinery and equipment (Alsintan) assistance and its correlation with rice production trends in Jember Regency during the 2021–2025 period, as well as to provide policy recommendations for the Department of Food Crops, Horticulture, and Plantation (TPHP). The method used is a mixed-method sequential explanatory design, combining time-series quantitative data analysis on secondary data from the TPHP Office and the Central Statistics Agency (BPS), followed by in-depth interviews and policy discussions with the Head of Infrastructure at the TPHP Office as the primary partner. The results show a sharp fluctuation in the number of distributed Alsintan units, ranging from 30 units (2022) to 901 units (2024), which is strongly influenced by external political-budgetary factors, not local technical planning. In contrast, rice production remained relatively stable until 2024 and experienced a significant 9.02% increase in 2025. The increase is indicated to be a time-lag effect from the massive assistance distribution in 2024. This activity confirms that the effectiveness of Alsintan assistance requires an adaptation period before it impacts production. The primary outcome of this service is the delivery of evidence-based policy recommendations and a data-driven monitoring system framework to assist the TPHP Office in making the distribution pattern more responsive and sustainable.
